    WAKEFIELD - City manager John Siira announced his retirement at the Wakefield city council meeting Monday evening. "After much time and consideration, I have decided to retire in the spring," Siira said. Siira has been an active member of the board since October 1986. Recently, he took two years off from the board due to health complications.     MANITOWOC, Wis. (AP) - An annual board game convention seems to be growing in popularity, thanks in part to a rise in specialty games that combine skill and strategy instead relying on a roll of the dice. Over 400 people filled the Manitowoc County Expo Center this weekend for the convention, HTR Media reported. That's up from about 50 when enthusiast Dan Kelm began the event in 2001.     IRON MOUNTAIN, Mich. - Oswald "Ozzie" A. Vispi, 98, passed away Feb. 22, 2014, at Dickinson County Memorial Hospital in Iron Mountain. He was the son of the late Enrico and Marie Vispi. Oswald graduated from A.D. Johnson High School in Bessemer in 1933. He received his Bachelor of Science in civil engineering from Michigan College of Mining and Technology in 1940.     WAKEFIELD, Mich. - Francis J. "Chummy" Morrison, 88, a lifelong resident of Wakefield, passed away peacefully Sunday morning, Feb. 23, 2014, at his home. He was born on Oct. 17, 1925, in Tula, the son of Henry and Esther (Hicks) Morrison. Chummy proudly served his country in the U.S. Army during World War II.
