    HOYT LAKES, Minn. — Funeral service for Robert Giuliani, of Hoyt Lakes, will be held at 10 a.m. today, Wednesday, Sept. 25, at Queen of Peace Catholic Church in Hoyt Lakes, with the Rev. Steven Daigle officiating. There will be no visitation prior to the service. Burial will be in the Hoyt Lakes Memorial Cemetery. In lieu of flowers, memorials are preferred. Planning and Development Region officials would not answer my questions. It is important that the public knows what my questions concerned.     To the Editor: On March 27, 1977, in the Canary Islands off the coast of Spain, was the most tragic occurrence of all time in regard to airplane accidents. Of a total 650 people, 582 were killed and 68 survived. One of the survivors, Norman Williams, of California, related that his mother prayed the 91st Psalm for his safety just prior to his departure.
