    By ZACHARY MARANO [email protected] MERCER, Wis. — The town of Mercer board of supervisors voted to repeal an ordinance passed requiring that any person residing in the town keep their dog tied and upon their own premises on Thursday. Members of Bessemer VFW Post 3673 and American Legion Post 27 were out in the community offering the small, red silk flowers for a donation on Friday and will be out again today, according to VFW Post Commander Donna Frello.     MERCER, Wis. — Leroy Herman Vaughn, 87, passed away peacefully on Wednesday, May 4, 2022. He was born on Sept. 5, 1934, in Mercer, the son of Arjay and Ines (Stone) Vaughn. Leroy was united in marriage to Joan Stefanik in 1955, and they had two sons, Ronald, and Donald. Later in life he was united in marriage to Sandra Harris. He is survived by wife, Sandra (Harris) Vaughn of Alma; sons, Ronald Vaughn of Kissimmee, Florida, and Donald Vaughn of Mercer; and four grandchildren, Cole, Nathan, Jesse and Ella.
