It’s based on income level, with the goal to bring houses into better condition for the elements, which saves money and resources all around. He was born in Ann Arbor on March 14, 1918, son of the late Alma (Daniel) and Harry Mills, and graduated from Dearborn Heights High School. Anna was born at Vinegar Point, near Houghton, to Jacob and Regina Luokka on Oct. 11, 1932. She married the love of her life, Douglas Hendrickson, on May 13, 1950, in Houghton.
