Hurley — A reconstruction project for U.S. 51 is aiming to launch in spring 2024, according to an update provided at Tuesday evening’s Hurley City Council meeting.

Accordingly, council members voted to approve a related agreement with MSA Professional Services for an estimated fee of $240,000.

The action followed a report by Jeff Seamandel, the city’s client liaison with MSA.

Seamandel said that bids for the project will go out soon, after which the council can review the applicants.

He added that the process of getting permits from the Wisconsin Department of Transportation is underway. Project plans, permits and other specifications should be complete by the end of this year.

Contractor bids are scheduled for Jan. 25, 2024, followed by the awarding of bids by Feb. 13, 2024.

Spring construction is expected with completion aimed by October 2024.

The council also voted to approve an agreement with MSA for a Safe Drinking Water Loan Program application and a Clean Water Fund Program application. Each of those, with administration, will cost $29,500.

In other news, Seamandel also said the bid date for the Range View Lift Station project has been extended from Dec. 14 to Dec. 20.

Once bids are received, Seamandel said that MSA will make a recommendation to the city, which he hopes will award the project at the council’s next meeting in January.

He estimated that construction is expected to begin in 2024 and may continue into 2025. “This is due to the long lead times in procuring a generator,” he said in a related written report.

Seamandel said about 88% of the project estimated at just more than $83,000 will be paid by a grant from the Wisconsin Emergency Management Hazard Mitigation Grant Program, adding the city is responsible for the remaining 12% using local funds.
